Main Purpose and Function
Reporting to the Transportation Planner II within the Community Transportation Branch, the Planning Analyst is responsible for the delivery of research into policy, socio-demographic, economic and spatial data, as well as the delivery of stakeholder and public engagement activities. This work will inform and support a collaborative design process, carried out by Community Transportation and other Engineering Services Department branches. The Planning Analyst is also responsible for supporting this collaborative design process, and should be comfortable thinking and working visually and spatially. Additionally, the Planning Analyst is responsible for assisting the drafting, design and laying out of reports, internal and external presentations and public engagement materials.
This work will focus primarily on projects in Downtown Vancouver’s West End, particularly the development of transportation and public space enhancement projects along commercial streets. These projects aim to deliver on the City of Vancouver’s West End Community Plan (2013) and Downtown Public Space Strategy (2020), and serve the needs of businesses, local residents and visitors.
Specific Duties and Responsibilities
- Assists in the planning and/or implementation of transportation projects.
- Researches, analyses, maps and conducts technical studies of medium complexity, using data from various sources, including field observations.
- Leads the development of informational and analytical graphic materials for public meetings, presentations and for inclusion in Council reports. Responsible for verifying the accuracy of information.
- Plans, implements, monitors and evaluates projects/programs of medium complexity.
- Contributes to projects through coordination with other City departments and external agencies, as well as through policy analysis and report writing.
- Facilitates stakeholder meetings and engagement with the public.
- Prepares a variety of graphic materials such as maps, plans and sketches, or charts and graphs, for inclusion in reports and presentations.
- Represents the City during the public consultation process, including facilitation of workshops and representation at public events, answering questions specific to transportation practice. May answer technical, written or oral inquiries from the public.
- Performs general administrative duties including data entry, taking meeting minutes, taking and organizing photos, and undertaking other duties as required.
- Develops, writes, reviews, collaborates and seeks concurrence on reports, plans and strategies of medium scope, complexity and risk.
- May supervise one or more staff members.
- Other duties/responsibilities as assigned
Qualifications
Education and Experience:
University graduation and some professional experience in a field related to transportation, urban planning and/or urban design; or university graduation, a post-graduate degree or other recognized diploma in the fields above and no experience, or an equivalent combination of education, training and experience.
Knowledge, Skills and Abilities:
- Considerable knowledge in urban planning, land use, transportation, public space, and related City of Vancouver policies.
- Considerable knowledge of the current literature, trends, and developments on transportation, public space and related issues.
- Working knowledge of City of Vancouver Transportation policy, community planning process and land use policy.
- Working knowledge of Adobe Creative Suite, proficient in MS Office, experience using GIS software (MapInfo or ArcGIS) would be an asset.
- Excellent written and verbal communication skills including confidently interacting with the public through phone, email and in person.
- Skilled in establishing and maintaining good working relationships with internal and external stakeholder groups/partners.
- Ability to read and interpret rezoning and development policies and by-laws.
- Ability to facilitate meetings, and develop and conduct public engagement processes.
- Ability to collect, analyze and interpret data.
- Ability to present findings, conclusions and recommendations in graphic and written form.
- Ability to express ideas effectively orally and in writing.
- Ability to establish and maintain cooperative working relationships with the public, other employees and officials.
- Ability to direct and supervise the work of subordinates when required.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
